There is no list of dates inside this page. Your browser carries the IANA time zone database, and the page asks it for each place's UTC offset one day at a time across the period. Where the offset differs from one day to the next, it halves the gap again and again until it has the exact second the clocks change. That is why it also finds unusual changes, such as Lord Howe Island moving by 30 minutes or Morocco changing around Ramadan.
Most of the United States changes at 02:00 local time on the second Sunday of March and the first Sunday of November. The European Union, and the United Kingdom with it, changes on the last Sundays of March and October, all at the same instant. Much of the southern hemisphere does the opposite, moving forward in September or October. Many countries, including India, Japan and China, do not change at all. Because the dates differ, the gap between two places can be an hour off for a few weeks each spring and autumn; the list above shows exactly when.
Both use time zone data, but a device that has not been updated for a while can hold old rules. Update your browser and system; if they still differ, the government may have changed the rule very recently.
An all-day event on the local date of each change, titled with the place and what happens, so you can warn friends or rearrange a call. They import into most calendar apps.
Neither is more correct. Standard time is the zone's base offset; daylight saving time adds to it, usually one hour, for part of the year.
